EU budget review: more transparent and accountable EU budgeting
TI Position
- The EU needs accountable and transparent budget management in order to reassure its citizens’ that taxpayer’s money is being spent wisely.
- EU fund recipients need to be disclosed with a logical and easily accessible system to reduce risks of fraud and corruption.
- The rules on the separation of responsibilities between the EU and Member State level are not suitable for the current structure and practice of the EU, especially when EU funds are being spent under the system of “shared management” (particularly structural funds).
- TI aims at long-term changes to the current ‘shared management’ system, even if this implies treaty modifications.
