Chinese National Integrity System Study

On the Eve of the third “Anti-Corruption Day”, the Anti-Corruption and Governance Research Centre in Tsinghua University (ACGRC) has launched the Chinese National Integrity System Study.

This project has been conducted by the Centre for one year which is part of the National Integrity System Study coordinated by Transparency International.

The concept of the National Integrity System (NIS) has been developed and promoted by TI as part of its holistic approach to countering corruption. While there is no blueprint for an effective system to prevent corruption, there is a growing international consensus as to the salient features of anti-corruption systems that work best.

The NIS consists of the key institutions, laws and practices that contribute to integrity, transparency and accountability in a society. When it functions properly, the NIS combats corruption as part of the larger struggle against abuse of power, malfeasance, and misappropriation in all its forms. The NIS approach provides a framework with which to analyse both the extent and causes of corruption in a given national context, as well as the adequacy and effectiveness of national anti-corruption efforts. By diagnosing the strengths and weaknesses of a particular integrity system, an evaluation based on the NIS can help inform anti-corruption advocacy and reform efforts.

Dr. Guo Yong in the Public Management School in Tsinghua University, who is responsible for this project, pointed out that while doing research on the development of China’s anti-corruption system, institutions and mechanism, they adopt the NIS framework and use it as a reference to evaluate the performances of various pillars in China’s national integrity system. At the same time, it traces the origin and development of the framework of NIS as well as other theoretical issues and practices in the international anti-corruption movement models, and discussed the new trend. The launch and publication of NIS in China will provide a new tool to the Chinese anti-corruption campaign.

Dr. Cheng Wenhao, Director of ACGRC and Associate Profession in the Public Management School in Tsinghua University said that the adoption of NIS is an important step in the institution-building process of the anti-corruption movement in China. The NIS is an anti-corruption theoretical approach which is widely used in the international anti-corruption movement. We use it to explore anti-corruption issues in China, which would be a great help in promoting the Prevention Corruption System development with emphasis on Education, Prevention and Monitoring in China.
