Sir David’s original objective was to promote Anglo-American understanding. American and Canadian sister Foundations, set up in 1964 and 1981 respectively, remain our most active partners. Since then Ditchley conferences have broadened to include the concerns and participation of nations all over the globe.

Illegal logging and the international trade in illegally logged timber is a major problem for many timber-producing countries in the developing world. It causes environmental damage, costs governments billions of dollars in lost revenue, promotes corruption, undermines the rule of law and good governance and funds armed conflict. It retards sustainable development in some of the poorest countries of the world. Consumer countries contribute to these problems by importing timber and wood products without ensuring that they are legally sourced. In recent years, however, producer and consumer countries alike have paid increasing attention to illegal logging.

The thirteenth in the series of illegal logging update meetings organised by Chatham House will take place on Monday 19th and Tuesday 20th January 2009. The provisionnal agenda includes:

  • Ghana and Cameroon's VPA process
  • Lessons from Malaysia’s VPA process
  • REDD & forest governance
  • Private sector initiatives
  • Forest certification

When it comes to contributing to the global fight against corruption, the UK has been criticised as 'lagging behind' and 'lacking political will' according to a recent report by Transparency International. So far there has been zero corruption cases filed since the UK entered the OECD convention nearly 10 years ago. However, recent international regulatory pressure and a change in leadership at the SFO is likely to mean a significant change in pace.

This move has not come too soon judging from a 2008 PricewaterhouseCoopers study which found that corruption has affected business dealings amongst almost two thirds of senior executives globally. More and more the challenge to beat corruption is matched with an increasing pressure to conform. As the spotlight intensifies and the cost of corruption rises - why risk your company's corporate reputation?

Attend the UK Anti-corruption Summit 2009 and engage in debate led by senior experts in the field.

Topics covered will include, among others:

  • The business case for anti-corruption
  • Anti-corruption and compliance in UK business: Assessing the state of play
  • Understanding the legal framework
  • International standards of codes

The fourth EITI Global Conference will take place in Doha on 16-18 February 2009. As the highest governing body of the EITI, the conference is the premier event in the EITI calendar.

In a world of volatile commodity prices, the EITI is more relevant today than ever before in ensuring that populations benefit from their countries' resources. The Oslo Conference in 2006 provided the EITI with the tools to move from design to implementation. Two years down the line, 23 countries are implementing the initiative while the number of actors supporting the EITI is growing constantly.

The Doha Conference will be an opportunity for all our stakeholders and supporters - governments, civil society organizations, companies, investors and development organisations - to take stock of the benefits and progress of the EITI, find common solutions for challenges, and chart the next steps for advancing this growing global initiative.

March

Transparency International Ireland will launch a major new study on safeguards against corruption and the abuse of power in Ireland on 2 March in Buswells Hotel, Dublin. We would be delighted if you could join us.

The National Integrity System Study is the most wide ranging analysis to be ever conducted on the issue in Ireland. Funded by the Department of Justice, Equality and Law Reform, it examines the risk of corruption and abuse of power in government, politics, business, civil society and the media. It also looks at the role these sectors have to play in promoting integrity in public life. The study makes some forty recommendations to tackle a problem that contributed to the world financial crisis and is believed to be costing the Irish economy €3 billion in lost revenues and finance each year.

A press conference will be held at 10.30am immediately followed at 11am by the formal launch of the study and a seminar ‘If bad governance caused the financial crisis, what’s the cure?’. A panel of speakers including Susan O’Keeffe (former ‘World in Action’ reporter whose work led to the Beef Tribunal), Professor Brian Lucey (Professor of Finance, Trinity College Dublin) and John Devitt (Chief Executive, Transparency International Ireland). The discussion will close at 1pm.

The seminar will look at the role the abuse of power had to play in sowing the seeds of the financial crisis and what needs to be done to restore trust and confidence in our economic and political system.

For the first time in decades, many countries in sub-Saharan Africa have enjoyed high rates of economic growth and rising income levels.

The global financial turmoil and the food and fuel price shock pose serious challenges. But the continent's long-term growth outlook remains positive, holding out the prospect of making decisive headway in reducing poverty. This changing landscape has prompted President Jakaya Kikwete of Tanzania and International Monetary Fund Managing Director Dominique Strauss-Kahn to convene a major international conference in March 2009 to discuss how Africa can sustain and build on its recent economic success. The conference, which will be held on March 10-11, 2009 in Dar es Salaam, Tanzania, will be built around the theme "Changes: Successful Partnerships for Africa's Growth Challenge."

This Executive Development Program is beneficial for business people and public officials who encounter corruption and need practical tools to solve this problem. Professionals responsible for developing anti-corruption policies or managing critical government acquisitions or projects will learn about potential solutions that can help them in their work.

Why this workshop is different

  • This program is practical, not conceptual.
  • Participants will get access to an anti-corruption peer network and the support of leading anti-corruption organizations.
  • Participants are those directly facing business-disruptive corruption issues and public officials fighting corruption in government transactions.
  • Program presenters are experts with “hands-on” collective action and/or anti-corruption experience. The program is presented by the World Bank Institute and an alliance of companies, NGOs and other organizations focused on fighting corruption in the marketplace.
  • The curriculum emphasizes proven business solutions to increase business and to prevent corruption at the source; it is not focused on law and regulation.

This is one of the foremost courses in organisational and institutional integrity. The course takes an inter-disciplinary approach to raising integrity standards in public and private institutions. Resilient and sustainable approaches to reform and protecting programmes are emerging in a wide variety of countries and institutions. NGOs, public agencies, and even business have a great deal to learn from innovations being generated both within their sectors – as well as from others sectors. There is a growing recognition among leading policy practitioners that the cutting edge of sustainable reform lies at least in part in the interaction between different stakeholders. This course is one of the rare efforts to take a multi-stakeholder approach to short and medium-term reform.

Some of the world's foremost experts and practitioners in the field of integrity and anticorruption will teach, tutor and lead discussions to help forge creative and contextually-sensitive solutions to a problem that burdens many societies and poses a major risk to programmes in business, government and civil society.

TI-Kenya realizes that many government anti-corruption reforms in Africa today are faltering due, in part, to the lack of capacity for structured measurement of corruption. Without reliable measurement of the incidence and manifestation of corruption within a Ministry or governmental institution, it is difficult to put in place plans to effectively deal with the scourge. It is also difficult to monitor progress and impact of existing strategies.

The four day training targets senior personnel from Africa involved in service delivery, procurement/contracting, management and oversight from the following, Government Agencies/Institutions/Ministries, Non State Actors (Governance NGOs, Trade Unions, Religious Organisations etc) Bilateral and Multilateral Organisations.

By the end of the training, the participants should be able to design anti-corruption monitoring and surveying programmes in the context of their respective countries, government ministries, institutions and departments.

Over the past few years, the WTO Public Forum has firmly established itself as the major opportunity for governments, non-governmental organizations, academics, businesses and students to come together to discuss issues regarding the multilateral trading system.

At a time of global financial crisis, a downturn in the global economy, and with protectionism on the rise, the Forum has a more important role than ever to play in finding global solutions. This year's Forum will look in particular at the role of the multilateral trading system and the Doha Round of negotiations within the context of the current global economic crisis.

The Forum will offer participants the possibility to discuss the impact of the global economic crisis on developing countries, in particular least-developed countries (LDCs), and to reflect upon the role of trade financing. It has been carried out since 2001, linking long-term experience in teaching and training with state-of-the-art expertise in reform. An analysis of political, economic and organisational incentives allows participants to obtain a profound understanding of the forces that are at play. Survey techniques and statistical analysis confront theory with data. Interactive tools such as games, poster presentations and case studies involve participants and make them acquainted with today's challenges on topics such as measuring corruption, international conventions, contract penalties, compliance systems, debarment, procurement, leniency and corporate liability.

This international event continues to be offered on a pro bono basis. Corruption is one of the greatests social evils of our time. The adoption of several international anti-corruption treaties put the problem on the international agenda, and it is likely to stay there. Research on corruption is conducted by scholars in several academic areas and the problem is addressed by the major international financial institutions and NGOs. However, from the human rights perspective, corruption has not been studied extensively. This two-day conference aims to bring together researchers in various disciplines to further examine the links between corruption and human rights. It will host several keynote speakers as well as six workshops:

  • Corruption as a Violation of Human Rights?
  • Causes of Corruption: a Human Rights Perspective
  • Researching Corruption: Methodological and Cultural Challenges
  • Corporations, Corruption and Human Rights
  • Towards a Fundamental Human Right to a Corruption-Free Public Service?
  • Safeguarding Human Rights while Fighting Corruption

The Centre for Human Rights of Maastricht University invites academic researchers in various disciplines to submit papers for presentation at the conference. Papers should relate to the topic of one of the six workshops mentioned above (Click here for more information). Abstracts should be sent before 15 April by e-mail to: humanrights@law.unimaas.nl

Transparency International’s concept of the National Integrity System (NIS) consists of the prevailing regime based on key institutions, laws and practices that contribute to integrity, transparency and accountability in a society. By diagnosing the strengths and weaknesses of a particular integrity system, an evaluation based on the NIS can help inform anti-corruption advocacy and shape anti-corruption reform efforts.

As such, TI’s National Integrity System (NIS) studies are qualitative reports that provide a detailed and nuanced assessment of anti-corruption systems at country level. By exploring the specific practices and constraints within countries, they create a strong empirical basis upon which to promote better governance across all aspects of a particular society and enable the formulation of targeted and effective national anti-corruption reforms.

The Moroccan National Integrity Study as part of the Promoting Transparency and Enhancing Integrity in the Arab Region project will serve as the basis for raising awareness in Morocco, and will be supported by numerous capacity building events.
