Recommended readings

Teaching Integrity to Youth, a special edition of the TI Corruption Fighters’ Tool Kit is exclusively dedicated to youth anti-corruption education. Written mostly by TI National Chapters, it includes 11 examples of awareness raising and youth education from Brazil, Italy, Macao, Colombia, United States of America, Uganda, Cambodia, Georgia, Zambia, Moldova and Argentina. The projects contribute to fostering attitudes that do not tolerate corruption, and to building demand for accountability.

Ahrend, Rüdiger: Press Freedom, Human Capital and Corruption (2002)
This paper provides evidence that education decreases corruption only if civil society has strong capacities to oversee government officials. It examines the relationship between corruption, human capital, and the monitoring capacities of civil society, as proxied for example by press freedom and an independent judicial system.

Deininger, Klaus; Mpuga, Paul: Does Greater Accountability Improve the Quality of Delivery of Public Services? Evidence from Uganda (2004)
This study finds that lack of knowledge on mechanisms to report corruption increases the susceptibility to being asked to pay bribes. People who are informed about corruption and who can articulate their opinions are more likely to demand accountability from government bureaucrats, and to resist unjustified claims.

Keen, Ellie: Fighting Corruption through Education (2000)
This paper was developed with the aim of assisting the Constitutional and Legal Policy Institute (COLPI) in identifying and formulating educational components for anti-corruption programmes of Open Society Institute (OSI). It looks at education in the community as a whole, and at initiatives in schools that could be used to develop understanding and awareness of the different aspects of corruption among young people. It also suggests possible methods and case studies to be used.

Swedish International Development Assistance (SIDA): Anti-corruption Regulation Manual (2004)
This manual describes the application of SIDA's anti-corruption regulation in concrete terms in order to facilitate its observance. The regulation deals with any cases of misuse of Swedish development assistance that may arise. The manual provides practical guidance for SIDA staff, and is a good example of a hands-on teaching aid written in accessible language.

TI Anti-Corruption Handbook (2005)
The online Anti-Corruption Handbook is a comprehensive reference tool for those working towards anti-corruption reform. It features key measures for tackling corruption, grouped into six main areas: Country Strategies and Policies, Oversight and Control Bodies, The Public Sector, The Political System, The Legal System and Non-Governmental Actors. The chapter on Anti-Corruption Education approaches its topic from various angles: Organisational ethics training, value and moral education, public education and mobilisation as well as youth education.

TI Corruption Fighter's Tool Kit (2002)
The Corruption Fighter's Tool Kit is a compendium of practical civil society anti-corruption experiences described in concrete and accessible language. It presents 46 innovative anti-corruption tools developed and implemented by TI National Chapters and other civil society organizations from around the world.

USAID: Approaches to Civic Education: Lessons Learned (2002)
In order to better understand how and under what conditions civil education contributes to the development of a more active and informed democratic citizenry, USAID initiated a major multi-part study designed to measure the impact of both adult and school based civil education programs on participants' democratic behaviours and attitudes. This study focuses on the Dominican Republic, Poland, and South Africa.

USAID: New Anti-Corruption Strategy (2005)
The USAID's new strategy includes development of new ways to measure and analyze corruption patterns and the balance between grand corruption and lower-level administrative corruption. Due to its recent publication, this document provides a good insight into current anti-corruption strategies. USAID also plans to incorporate anti-corruption components into development programs for vulnerable sectors such as agriculture, education, energy and health.

Corruption in the Education Sector
